Package Error - Can't Play, Build and compile

Seem like i can't use this assets because missing these package cache
Not only URP but Built-in pipeline also can't use this assets, They have a same problem.

this is because of a Unity bug unfortunately - open the package manager and uninstall "package manager UI"
